Legislative Team and Updates

GPA's Legal and Legislative Committee

The LLC monitors all legal and legislative issues that impact or might impact the mental health of Georgians. In addition to monitoring issues and bills brought before the State Legislature, the committee works in concert with the GPA lobbyist to influence and educate state legislators and to keep the GPA membership informed of actions related to legislative advocacy.

GPA's Lobbyists

GPA's legal and legislative efforts are assisted by our lobbying team, headed by Stan Jones. Stan, Helen, Chuck, and Elizabeth work closely with the LLC and Executive Director to use their extensive experience in government relations to support GPA's advocacy efforts. 

Stanley S. Jones, Jr.
Stan Jones, a partner of Nelson Mullins Riley & Scarborough LLP, practices in Atlanta. Mr. Jones practices in the areas of healthcare law, governmental relations and public policy, and administrative law.

Charles C. Clay
Chuck Clay is an attorney of counsel in Nelson Mullins Riley & Scarborough LLP's Atlanta office. A former Georgia State Senator and Senate Minority Leader, he has experience in civil litigation and also assists clients with public policy.

Helen L. Sloat
Helen Sloat is a legislative consultant and registered lobbyist with Nelson Mullins Riley & Scarborough LLP in Atlanta where she is an advocate for various healthcare and child welfare providers.

Elizabeth Newcomb
Elizabeth Newcomb works with the Government Affairs team at Nelson Mullins Riley & Scarborough LLP in Atlanta. She tracks legislation, writes legislative reports, and attends department and committee meetings, concentrating on areas of healthcare, behavioral health, developmental disabilities, and Medicaid funding.

Recruiting Volunteers


Dear GPA Volunteers,

The Legal and Legislative Committee (LLC) is recruiting volunteers from our membership who are interested in assisting with LLC activities during the 2019-2020 year. We plan to engage in several activities this year for which we would greatly appreciate member support, including assistance with tracking GPA state level legislative priorities, drafting associated position statements and action plans, and organizing LLC training activities throughout the year. Time commitment for LLC volunteer assistance can be according to your availability, and minimal if necessary. We also encourage members who are interested in receiving advanced advocacy training, to let the LLC know so that we can reach out to you with these training opportunities as they occur. We will be planning advocacy training activities such as Day at the Capitol and other CE events throughout the year.
